Q56a. Do you agree with our vision for Rayleigh? Is there anything you feel is missing?

Representation ID: 38082

Received: 23/08/2021

Respondent: Hamlin Estates

Agent: mr charles robinson

Representation Summary:

The strategy fails to make full use of land that can be taken out of the greenbelt with little impact upon the aims and functions of the greenbelt. Site CFS044 (in whole or in part) represents a natural rounding off of the greenbelt and is ideal for elderly persons and general housing.

Q56b. With reference to Figure 44 and your preferred Strategy Option, do you think any of the land edged blue should be made available for any of the following uses?

Representation ID: 38083

Received: 23/08/2021

Respondent: Hamlin Estates

Agent: mr charles robinson

Representation Summary:

Site CFS044 represents a natural rounding off to the existing development form. It is noted that the appraisal found that the site only scored 1/2 over 6 issues. From examination the appraisal is wrong as follows:

1 - the site makes little contribution to the greenbelt;
- it is not in full agricultural use

2 - the site has excellent accessibility to bus services;
- there would be no impact upon protected trees
- there is no drainage impact (see FRA submitted)
- in terms of strategy the site is well placed to accomodate elderly persons/general housing.

Q56c. Are there areas in Rayleigh that development should generally be presumed appropriate?

Respondent: Hamlin Estates

Representation Summary:

Land to the south of Eastwood Road represents an opportunity to accommodate much needed residential and elderly persons development with minimal impact upon the form and function of the greenbelt. Development has already extended up to the A127 to the west - which represents a natural and strong boundary. Site CFS044, particularly the northern part of that site, would represent a natural extension to existing built form at South View Close with no significant impact upon the form and function of the greenbelt.
