Representation Summary:

The Theatres Trust is the national advisory public body for theatres and a statutory consultee on planning applications affecting land on which there is a theatre. This applies to all theatre buildings, old and new, in current use, in other uses, or disused. Established by The Theatres Trust Act 1976 'to promote the better protection of theatres', our main objective is to safeguard theatre use, or the potential for such use but we also provide expert advice on design, conservation, property and planning matters to theatre operators, local authorities and official bodies.

Due to the specific nature of the Trust's remit we are concerned with the protection and promotion of theatres and therefore anticipate policies relating to cultural facilities.

The East of England Plan has not been revoked. It is unlikely that the Localism Bill will become an actual law for at least another year or more so both the RSS and its housing targets will still form part of the Core Strategy in the meantime. The Planning Inspectorate has said that evidence that informed the preparation of LDF from the revoked RSSs may be a material consideration but a balance should be sought between local and regional requirements in order for the Core Strategy to be found sound by the Inspector.

We note that most of the changes concern housing and that no amendments have been made to include the other responsibilities of the Council for the protection and promotion of your cultural offer. By this we do not refer to sports and recreation but to museums, arts facilities, libraries, cinemas, festivals, heritage and tourism.

Our concerns remain as stated in our response to the Submission document.
