Renaissance Southend Ltd supports the conclusion that the Airport's potential to act as catalyst for the local economy can only be realised with an extension to the length of the runway to enable operators to use the most uptodate and efficient aircraft to deliver a viable business model. Without the runway the evidence is that growth will at best be slower and could be put at risk.

The Southend Regeneration Framework identified Southend Town Centre and the Airport as the two key locations for employment growth. The level of employment growth needed goes beyond the direct job creation from expanding the operational side of the Airport. It will require not just land to support the consolidation and expansion of the Maintenance Repair & Overhaul but also the allocation of additional land to meet the job targets and to create a high quality business park offer that helps retain and attract investment and business. Such an offer is currently not available within the urban area of Southend

Renaissance Southend supports the Plan's intention to mitigate environmental impact and recognises that opportunities exist to achieve improvements on existing conditions in a number of areas. However, the evidence demonstrates that where potential for mitigation of environmental impact is limited that the overall economic benefit from the JAAP proposals outweigh the potential harm or impact.

Renaissance Southend Ltd supports the need for a comprehensive transport strategy to underpin the sustainability of the JAAP. This strategy should develop the potential for SERT, as well as rail and other alternatives to car borne journeys to assist in encouraging a modal shift, particularly in terms of the employees working at the Airport and Business Park, which are likely to have a more significant impact on the transport network at peak hours than the proposed increase in airport passenger numbers.

Renaissance Southend supports the allocation of land for employment uses and endorses the evidence that this level of commitment is required to give certainty and to provide sufficient flexibility to meet future needs. There are no obvious alternatives, other than the town centre, for this level of development that will assist the economic prosperity of the town and help stimulate what has been historically low rates of employment growth in Southend and Rochford.
