Scenario 3 includes extension of runway - In my opintion without this future investment may not be forthcoming due to existing limitations.
The gain from Scenario 3 out weighs any losses for the Southend Area. As the area's population continues to rise due to new housing, the extra employment is a must.

Keep the ball rolling, ensure that the project does not fizzle out by gaining support of local business, Government and all services
