The RSPB would like to see two additional issues added to the list of policy issues. These are flood risk management and sustainable transport provision. Both are issues affecting Rochford District and we would expect to see policies to address these at a local level.

4.2 The Green Belt & Strategic Gaps Between Settlements

The RSPB supports the protection of green belt from unsuitable development. Buffers and green corridors can help support wildlife by providing habitat corridors and facilitating movement between sites. We do however wish to point out that brownfield sites can support surprisingly high levels of biodiversity and as such should be comprehensively assessed.

4.4 Protection & Enhancement of Special Landscapes, Habitats & Species

The RSPB supports the proposed Coastal Protection Belt strategy, we would however like to see it expanded upon to provide a commitment to enhancing these areas. As well as supporting a range of species, intertidal habitats provide green spaces for local communities and can alleviate coastal flood risk.

The RSPB is pleased to see that poliy 4.6.2 ensures the use of sustainable development principles. We support the Councils decision to not allocate sites which are considered sensitive due to landscape designations, biodiversity issues or where they may be at risk of flooding.

4.9 Good Design & Design Statements

The RSPB supports the COncils commitment towards ensuring the sustainable design of new developements.
The RSPB supports policy 4.9.6, and agree that all development should meet the requirements of the Code for Sustainable Homes. We would recommend that the COuncil commit to ensure all new homes meet a 3 star rating.
We woudl also recommend inclusion of a section detailling the layout of development within a site. This would enable consideration of, the retention of natural features such as hedgerows, provision of communtity greenspaces, opportunties for habitat enhancement, provision of Sustainable Urban Drainage Systems (SUDS) etc.

The RSPB believes that wherever possible existing natural features, such as hedgerows, mature trees and ponds, should be retained on site, and the opportinuity to enhance their biodiversity should be investigated.
We support the Councils intention to require developers to submit landscaping proposals at an early stage in the planning process to enable their amendment if required.

The RSPB is supportive of renewable energy projects, providing that adverse impacts upon wildlife are avoided by appropriate siting and design.
Water resources are limited accross the south east of England and as such it is vital that technologies to increase the efficiency of water use are installed. We would recommend the Council include a specific policy to address this. minimum.

Much of Rochford District is at risk of coastal flooding and climatic projections suggest this risk is likely to increase. The RSPB would like to see a pro-active approach to managing flood risk taken by the Council. We would recommend the Council investigate opportunties for coastal realignment and the creation of new intertidal habitats; these act to absorb the power of waves and reduce flood risk, as well as providing Biodiversity Action Plan priority habitats.
