Representation Summary:

We must not squander public money on major new road construction. This is futile and irrational. What is needed is to ensure that the available funds are invested in pubic transport, walking and cycling. Only this solution can ensure that congestion is reduced.

Full text:

We vehemently object to squandering public money on road widening and/or a major new east-west link. It is important to remember that the nation will grow by around 10million people over the next 22 years, oil is a finite resource and its cost will gradually force people to drive less and climate change will begin to impose such serious costs that it will be necessary to reduce car use. In the light of the scale of these issues, it would be irrational and unsound to spend money on major road developments.
It is also important to remember that substantial sums squandered on major road building limits the funding that can be spent in support of public transport. This will therefore undermine all efforts to reduce congestion and ensure that people travel sustainably.

Improvement of network should also provide enhancements to pedestrian and cyclist safety through these junctions, not just be predicated by increasing vehicle capacities.

This is all just words on paper. There is no real intention for JAAP to spend funds on local residents, just so long as they get their ground rent from every industrial/business unit they can 'shoe horn' into any spare bit of land.
This is the prequel to the 'Compulsory Purchase' legal entitlement that is being kept very quiet in this consultation where narrow roads can be widened by flattening homes, making trunk roads from quiet cul-de-sacs and the redesignation of public areas which were promised to the area many years ago during the RBS building consultation.

I strongly object to public money being devoted to accommodating airport plans. If such things are needed, then it is up to the airport to fund them.

Item iii in the text before this policy notes the longer term necessity to build more capacity into the network with an east-west link. It is suggested that, to ensure consistency in the plan, this is identified on the Proposals Map by an arrow head pointing eastwards from the roundabout at the end of St Laurence Way

re,roundabout at the main airport entrance and retail park.
even before the opening of the terminal this junction was always busy at weekends, but now it is unacceptable. why cant the entrance to the hotel or old main entrance in eastwoodbury lane be used to releive the build up of traffic at the roundabout ?

I do notice issues at Tesco's roundabout and agree that junction needs improvement as the roundabout frequently can become gridlocked. This would appear to be due to traffic going to the seafront and the supermarket itself though in my experience and is not caused by the airport

Southend Council cannot be trusted to plan or deliver the required network capacity improvements. The key here is improving flow on the A127 which is already over capacity so adding further traffic is not an option.

As a resident of Hall Road I am sure that more than minor improvements will be required. On a daily basis we experience tail backs from the railway bridge backing up Hall Road. These tailbacks are significantly lengthened when any problem - big or small ( eg cyclist - as many do not use cycle lane or milk float ) occurs. With the proposed construction of 600 houses on Hall Road congestion is only going to get worse.

It survived for 75 years without need to impact further - RDC have steadily eroded all the Green Belt around it and there is nothing here that stops further development.

Why do we need to encourage development, we've already seen in just these early months that Stobart's will take more than they've been given permission for and that will undoubtedly continue

The present arrangement of sending airport traffic from out of town down to the Manners Way, or the Bell junctions is absurd. This adds journey time and makes the airport less attractive. Light traffic should be directed down Nestuda Way and the new St.Lawrence Way.

Respondent: Essex County Council

Representation Summary:

The County Council has participated in joint discussions with the two authorities of Rochford and Southend-on-Sea at each stage of plan preparation in regard to the highways and transportation aspects of the Plan. As a result, the County Council welcomes the proposed approach to the delivery of infrastructure and transport interventions set out within the Plan. However, there will be a need to continue to clearly understand the phasing of these interventions and how the works will be funded as the proposed development progresses.
