I find it unacceptable that such a 40% response to questionnaires appears to have been acceptable by the Council. What steps were taken to improve the return. Have people visited the clubs? has it been checked that the questionnaire's were received ? it could be that the questionnaire is not easy to understand ? What is considered a valuable and therefore acceptable return.

Do your questionnaires ask for teams that the target plays against. It seems strange there is only one Hockey club in the region ( do they have no local opposition?) and the number of Rugby / Cricket clubs also seems low.
There may be an opportunity to bring up to date the number of possible respondants.
