Insufficient attention has been paid to these key requirements.

Insufficient benefits. Although the majority of residents do not want major redevelopment of Hockley centre, Option 1 would be a wasted opportunity to incorporate potential improvements to retail, housing, businesses, healthcare, leisure, parking and road networks without affecting the character of the village.
I wish to register the following objections and comments regarding the above consultation:
Option 1: Object: Insufficient benefits. Although the majority of residents do not want major redevelopment of Hockley centre, Option 1 would be a wasted opportunity to incorporate potential improvements to retail, housing, businesses, healthcare, leisure, parking and road networks without affecting the character of the village.
Option 2: Support but with enhancements. Benefits over Option 1 include:
Retains the village character of Hockley but with some opportunity for retail, housing (including affordable housing), business and leisure development
Provides flexible employment opportunities
Provides additional on and off-street parking in Spa Road, Eldon Way and at Hockley Station (including improved pick-up/drop-off points)
Removal of the first industrial building in Eldon Way allows development of a good size parking area accessed from Eldon Way (safer than current Spa Road entrance/exit), plus modernised office, light industry and leisure facilities. The car park would be suitable for shoppers and staff in Spa Road and Main Road, allowing the car park behind the library to be used primarily for the new community centre and other establishments in Southend Road such as the Old Fire Station and the Catholic Church
Provides consolidated and new leisure facilities in Eldon Way with improved safety features
Provides improved links from Spa Road to Eldon Way, from Spa Road to Southend Road, and from Hockley Station to Eldon Way
Provides new community centre incorporating healthcare and library
Provides the opportunity to change retail units in Main Road to housing, subject to retail performance
Possible enhancements to Option 2 include:
Modernised single storey retail units at 34-40 Spa Road
Relocation of the clinic into the proposed new healthcare centre allowing development of new homes on the current clinic site
Relocation of post collection to the post office allowing development of new homes or retail or a combination of both at the current sorting office site
Some housing development close to Hockley Station
Issues with Option 2 include:
Insufficient improvements at the Spa roundabout to support both HAAP and the Core Strategy
The funding challenge without the support of major housing and supermarket developments:
Public realm improvements
Additional on and off-street parking which is essential to support retail outlets
Removal of first industrial building in Eldon Way to allow developments
Development of the new community centre
The necessary support from landowners
Disruption to shops, businesses, services and traffic flow during development
Option 2a: Object: Similar benefits (and issues) as Option 2 but inappropriate changes including:
Flats above modernised retail units at 34-40 Spa Road would create a 2 storey facility which is not feasible due to the proximity of the houses behind
Disruption to shops and services for a long period during the redevelopment of the supermarket and sorting office area. Shoppers would have to shop outside of Hockley and may not return. Older residents and non-drivers would not be able to cope
Options 3: Object: Over development and inappropriate changes. Option 3 involves major redevelopment in both the shopping and industrial areas, including development of 149 homes and a large supermarket, and is not appropriate for the following reasons:
It changes the character of the village to that of a small town
Inadequate infrastructure to support 149 new homes (and associated vehicles) in terms of school places, healthcare provision, community services, utilities provision, and road networks
Housing includes 80 homes on Eldon Way Industrial Estate against the wishes of local residents and creates additional traffic in Eldon Way
There would be a loss of 2 large Industrial/leisure buildings on Eldon Way Industrial Estate for housing
The large supermarket does not have adequate space for parking and shoppers would have to take trolleys to new parking areas at Hockley station which is not practical and would drive shoppers to supermarkets outside the village that have adjacent on-site parking facilities
Small local shops would not be able to compete with a large supermarket
The sorting office would be taken away and probably combined with Southend or Chelmsford
There would be a disruption to shops and services for a long period during the construction of the supermarket. Shoppers would have to shop outside of Hockley during this period and may not return. Older residents and non-drivers would not be able to cope
Option 3a: Object: Over development and inappropriate changes. Option 3a has similar issues to Option 3 except that the 80 homes on Eldon Way are replaced by 40 homes at the railway sidings and car park in Plumberow Avenue. Although this alternative retains the 2 large Industrial buildings on Eldon Way, there are further issues of additional traffic at Plumberow traffic lights, and homes close to the railway line.
Transport options: Object: Insufficient Highways infrastructure improvements to the key junctions at Spa roundabout, Eldon Way, Station Approach and Plumberow Avenue which need to be determined and in place prior to HAAP or Core Strategy implementation.

This appears to replace existing single story shops near the Factory Shop with single story shops. We believe a recent proposal to use the Factory Shop car park for a takeaway food outlet has already been turned down in the planning stage. We do not believe the parking proposals are practical and the width of Spa Road should not reduce with trees planted close to shops. We do not believe table top crossings are a good idea. They will certainly not solve the traffic issues.
In response to the RDC Hockley Area Action Plan 2 we have put together our thoughts to these proposals in line with your online numbering system:
1) We would like to retain the village feel but would also like to see some gradual improvements to the village centre. We can not support any of the five proposals but would like to see some of the improvements included within them.
2) We are not against studies but this is the second major study on this subject and each one adds cost to our council tax.
3) Producing a heavy weight document that prevented printing and general distribution and expecting the public to fill in a complicated online response for a second time is an unfair method of consultation. We believe the public now have consultation fatigue and will not respond in sufficient numbers.
4) One of the obvious locations for improvement is the Foundry Estate that is missing from the list.

Consideration should be given to include and replace the Indian restaurant area and the shop opposite Walton & Stanton's to bring the building line back from the road for Spa Junction improvements. This junction should be replaced with modern computer controlled traffic lights with additional lanes. The access to the car park should be taken from Woodlands Road. A new home on Spa Road, close to the train station is unnecessary. The creation of a new parking area on the south side of the train station, for weekday commuters is a good idea but we do not believe it will be used by weekend shoppers. The vehicular drop-off and pick-up points should not be in the car park but at the station. Maybe the seating area at the side of Kilnfield House could be utilized. We do not believe the parallel parking proposals are practical and the width of Spa Road should not reduce with trees planted close to shops. Potters parking should not be changed especially as parking for flats would be necessary. If a green link walk way was created through the churchyard a crossing should be provided to cross Southend Road at its end.

The sorting office area should not be used unless a replacement is built first, as we should not loose jobs unnecessarily. If the sorting office area was used the Junction of Eldon Way and Spa Road should be widened with a roundabout and Eldon way should be used to access a new free shopping car park. This also appears to replace existing single story shops near the Factory Shop with single story shops. We believe a recent proposal to use the Factory Shop car park for a takeaway food outlet has already been turned down in the planning stage. Something should be included to replace the Foundry area. The area from Walton & Stanton's to Harrison's restaurant should also be replaced and additional parking provided.

I recognise there is a need for housing, especially affordable housing, but when developers put in housing, where are the roads and the services to go with them? I worked in Benfleet for 17 years and I always tried to avoid being on the Hockley Road between 4.30 - 6.30 p.m. There is only one road from Rayleigh - Hockley and if a lorry is parked, or a car breaks down the traffic does not move. With a new development proposed in Rochford the situation will only get worse, another 500-600 houses, with a knock on effect of up to 1000 additional vehicles. The position has eased a little with the arrival of Cherry Orchard Lane, but it's common sense to know that the planned development in Rochford will have an effect on the Hockley Road.
Options 2, 2a, 3 and 3a: Object
I have attended the Catholic Church, Pope Piux X1 since I have lived here. As a parishioner I can only see disadvantages to having a link through our Catholic Church from Spa Road to Southend Road. An alleyway could create graffiti, litter and a disruption to our Services. The number of people it may attract to park in the Library Car Park I am sure would be minimal, if people are not prepared now to walk a few steps around the Spa Pub a walk-way through the Church grounds will not encourage them to do so either. This land is owned by the Church and I sincerely hope the Church would not grant permission for this access.

With all the cutbacks we are going to suffer its wonderful that there seems to be untold millions of pounds to spend on so called improvements to Hockley. Improvements that the majority of residents do not want.
Who is going to take on all these Retail Units more Charity shops maybe.
How about improving the sidewalks in Hamilton Avenue and the much needed double yellow lines at Plumbrow Primary School.
Clean up graffiti and take care of the rubbish and weeds growing from every crack.

I do not necessarily agree with the suggestion regarding the Spa Roundabout. Slip roads would probably exacerbate the situation. At a busy time the only entrance to the roundabout that can be frustrating to motorists is from Woodlands. There is a benefit to this in that the known difficulty curtails/stops 'rat' running. The rest of the roundabout runs smoothly during busy times.

Overarching Frame work: Object: Previous consultations have made clear that highways infrastructure improvements to the key junctions at: Spa roundabout; Eldon Way; Station Approach and Plumberow need to be determined as a precursor to any redevelopment. Insufficient attention has been paid to these key requirements.
