I do not agree that Hockley can still be described as a 'village'. It has some limited character which has been defined well in this document. I feel that there is much potential for improvement of facilities in Hockley to cater for the increased population and to keep spending local and reduce the need to travel.
I do not feel that the action group represent my views on the development of Hockley as it seems wholly opposed to any change. The existing character of Hockley does not justify wholesale preservation and change and improvements are much needed.

The fact that the Consultants have tried to take cognizance of the wishes of the local population is appreciated. However there are two major obstacles to all the options proposed - funding and the attitude of the owners of buildings and land likely to be affected. At least two events have happened since the drafting of the Plan which could impinge on it. First the opening of Cost Cutters in a location suggested for conversion to housing. Second the new Co-op Funeral Parlour where the opportunity for consolidating parking has gone and existing parking is reduced. The driver supporting the level of proposed houses is not understood, unless it is to provide accommodation for people moving into the District to fill the jobs created by the Airport expansion.

I am pleased to see that the principles seem to more closely reflect the views of local residents than the previous plan. I would suggest strengthening bullet point 7 under Land uses and activities to limit the size of retail units to avoid attracting large national chains and encourage new and different types of outlet not found in nearby towns. These will encourage people to come to Hockley and go some way to reverse the 'leakage' to other areas.

In response to the RDC Hockley Area Action Plan 2 we have put together our thoughts to these proposals in line with your online numbering system:

1) We would like to retain the village feel but would also like to see some gradual improvements to the village centre. We can not support any of the five proposals but would like to see some of the improvements included within them.

The vehicular drop-off and pick-up points should not be in the car park but at the station. Maybe the seating area at the side of Kilnfield House could be utilized. With all the cutbacks we are going to suffer its wonderful that there seems to be untold millions of pounds to spend on so called improvements to Hockley. Improvements that the majority of residents do not want.

Who is going to take on all these Retail Units more Charity shops maybe.

How about improving the sidewalks in Hamilton Avenue and the much needed double yellow lines at Plumbrow Primary School.

Clean up graffiti and take care of the rubbish and weeds growing from every crack.

I do not necessarily agree with the suggestion regarding the Spa Roundabout. Slip roads would probably exacerbate the situation. At a busy time the only entrance to the roundabout that can be frustrating to motorists is from Woodlands. There is a benefit to this in that the known difficulty curtails/stops 'rat' running. The rest of the roundabout runs smoothly during busy times.

I wish to register the following objections regarding the above consultation:

Chapter 4. Overarching Frame work: Object: Previous consultations have made clear that highways infrastructure improvements to the key junctions at: Spa roundabout; Eldon Way; Station Approach and Plumberow need to be determined as a precursor to any redevelopment. Insufficient attention has been paid to these key requirements.

Option 1: Object: Insufficient benefits.

Option 2a: Object: Inappropriate changes and missed opportunities.

Options 3: Object: Inappropriate changes and over development.

Chapter 8. Transport options: Object: Previous consultations have made clear that highways infrastructure improvements to the key junctions at: Spa roundabout; Eldon Way; Station Approach and Plumberow need to be determined as a precursor to any redevelopment. Insufficient attention has been paid to these key requirements and the sketch proposals provided have not been researched and may not be viable.

Option 2: Object: This option forms the basis of an appropriate plan but does not go far enough but support an enhanced version as follows (changes in italics):

Roads (key priority and subject to viability confirmation)

Improvements to Spa Roundabout e.g. Slip lanes or Table top crossing
Improvements to Eldon Way, Station Approach, and Plumberow junctions
Road widening of Spa Road from Co-Op supermarket to railway bridge


Parking:

Added/Consolidated parking square behind shops on west side of Spa Road reached via Eldon Way and (if possible) Bramerton Rd
Added on-street parallel parking in Spa Road and pick-up/drop-off points both sides of Hockley Station

Building changes

Redevelop shops on Southside of Main Road, opposite Potters, to remove 'pinch -point' on B1013
Change from retail to housing at Costcutters Parade of shops
Modernised retail units with 4 flats above Seemore Glass
Modernised retail units with 2 added retail units at Factory Shop/Car park area (to remain single storey)
