Representation Summary:

The use of climbers along alley ways etc (within a retaining wall etc) would encourage not only 'tidying-up' of the area, but would encourage wild life (birds etc) and also diminish the opportunity for grafitti to appear...you can't do this on plants (except maybe vandalise the plants)....
Grafitti lowers the tone of the whole area and is offensive and off putting to most people. Rayleigh should aim to prevent grafitti opportunities wherever they are likely to occur..
