The public highway is for the use of ALL road users. Specific cycle lanes/routes are therefore not required. Cycle lanes are frequently dangerous to pedestrians, creating a sort of no mans land that is neither one thing or the other. Rayleigh doesn't have room to accomadate them, we need the space for parking. Cycle lanes are an appalling waste of money, if you build a school, road, or hospital, thousands of rate payers will get the use of it. If you build a cycle lane only a microscopic amount of people will ever use it.
