Something which works extremely well elsewhere are Pannier markets.

Key advantages.
i). They allow local people to create Micro businesses
ii). They serve as a tourist attraction
iii). Visitors also shop and eat elsewhere in the town.
iv). On non market days, the Pannier hall can be used as a parking facility.

Restrict speed of vehicles through town centre. Do not put off people from visiting Rochford for shopping, leisure or business by reducing available surface car parks (except possibly Market Square).
