Small parts to the south of this area, adjacent to Eastwood Brook, are within Flood Zones 2 & 3.
In order to determine this policy as sound, the sequential test of PPS25 must be applied. In order for the allocation to be appropriate, this test should demonstrate that there are no reasonably available sites in lower flood risk zones for this type of development.
If the allocation is carried forward to the final submission document without evidence that the sequential test has been applied, we would question the soundness of the allocation. If it can be demonstrated to be a an appropriate location for development, then site specific Flood Risk Assessments (FRA's) will be required to support all planning applications.
Where possible opportunities for redevelopment should be undertaken in the remaining part of the site that falls within flood zone 1.

Current financial climates are not supporting existing businesses so I see no advantage in increasing retail space that will not be self supporting. Where are these 750 jobs coming from? More specifics are needed with conclusive supporting evidence.

It is a pipedream to think that in this economic climate developers are going to contribute to the cost of the improved infrastructure. You can not provide the additional capacity before the improvements so the taxpayer will have to pay.

Within the current econimic climate, which is predicted to last for many years, it is foolish to expand developments when there are many unused now.
I do not believe the taxpayer will receive any contributions from applicants. Taxpayers will be subsidising businesses.

Essex is already littered with under used commercial premises. What makes the 2 councils think that this development will attract new businesses?
The road links to this area are already over stretched without the addition of the increase in fright traffic, coaches & the tankers to bring in the aviation fuel.
What sort of businesses will be happy to work in an area of high noise & pollution. There is a limit to the number & types of businesses that will benefit from being on top of a small airport.

STRONGLY OBJECT TO ALL EXPANSION. Do minimum or preferably no expansion.The increase in aircraft noise for us residents will become intolerable, emissions will increase. The road system cannot cope with current traffic levels. If 2m passenger movements are reached this will require about 4000 extra car journeys per day!!! Imagine the road upgrading work for the next few years that would be required. This area has a high percentage of elderly people who hardly fly. Who will the expansion benefit, people flying from outside the region and the business people and major shareholders who will make millions of pounds.

It makes sense to make better use of this land and to help create jobs here. I am glad to see that part of this policy allows for walk ways and cycle paths to allow access other than by car. I would like to see greater support of public transport here too, as well as supporting improved bus links to the rest of the airport development plan.

During the weekend just a few cars trying to access the Airport retail park cause jams aand congestion. This increased workforce would cause yet traffic congestion during the morning and evenings. Then with addtional passengers using the aiport this would cause even further congestion

Aviation related businesses should be particularly encouraged, both to help underscore the viability of the airport, and in providing an 'aviation cluster' centre of excellence with a mulitude of skilled employment opportunities available. Future generations need jobs, not aspirations and Government hand-outs!

Why work here when commercial landlords are having trouble filling their premises; rents are competitive; the roads are so heavily congested you can't make it to the office on time; and planes are going overhead continually, with all the associated pollution? What makes this site more attractive than other commercial sites lying empty, without an airport attached?

Southend airport is in the wrong location for anything other than low growth. The roads are congested and the area is overcrowded. Expanding the airport will give rise to more noise and air pollution. A restriction on night flights should be enforced.

It seems unlikely that businesses will want to move into this area given the additional financial contribution required of them. However, if it is expected that 750 jobs will be created on this site, that is to be welcomed. As previously discussed, the job creation targets should be enforced by being included in the Section 106 agreement.

Any figures quoted are inevitably inflated to make the whole expansion in some way palatable! I object to every single proposal. In addition the process of objection is over complicated, confusing, time-consuming and strongly suggests it has been designed to statistically weaken any single objection! Rochford council should be ashamed of themselves!
