Policy E2: Aviation Way Industrial Estate

Small parts to the south of this area, adjacent to Eastwood Brook, are within Flood Zones 2 & 3.

In order to determine this policy as sound, the sequential test of PPS25 must be applied. In order for the allocation to be appropriate, this test should demonstrate that there are no reasonably available sites in lower flood risk zones for this type of development.

If the allocation is carried forward to the final submission document without evidence that the sequential test has been applied, we would question the soundness of the allocation. If it can be demonstrated to be a an appropriate location for development, then site specific Flood Risk Assessments (FRA's) will be required to support all planning applications.

Where possible opportunities for redevelopment should be undertaken in the remaining part of the site that falls within flood zone 1.

Essex is already littered with under used commercial premises. What makes the 2 councils think that this development will attract new businesses?
The road links to this area are already over stretched without the addition of the increase in fright traffic, coaches & the tankers to bring in the aviation fuel.
What sort of businesses will be happy to work in an area of high noise & pollution. There is a limit to the number & types of businesses that will benefit from being on top of a small airport.

STRONGLY OBJECT TO ALL EXPANSION. Do minimum or preferably no expansion.The increase in aircraft noise for us residents will become intolerable, emissions will increase. The road system cannot cope with current traffic levels. If 2m passenger movements are reached this will require about 4000 extra car journeys per day!!! Imagine the road upgrading work for the next few years that would be required. This area has a high percentage of elderly people who hardly fly. Who will the expansion benefit, people flying from outside the region and the business people and major shareholders who will make millions of pounds.

It makes sense to make better use of this land and to help create jobs here. I am glad to see that part of this policy allows for walk ways and cycle paths to allow access other than by car. I would like to see greater support of public transport here too, as well as supporting improved bus links to the rest of the airport development plan.
