Preffered scenario has to be limited growth with expansion where possible on the employment side but limited passenger flight expansion. Even with proposed changes to infrastucture there will not be enough space on the road for the amount of cars wanting to use it and local residents will be the ones to suffer.

As one of the largest commercial aircraft users of London Southend Airport we are very much in favour of the general expansion of the airport. The proposal for the extension of the runway is very important to us as it enables us to have more flexibility to a wider market. The expansion will mean more job opportunities, not only with Air Livery but with other MRO's with whom we work closely. The proposals in scenario 3 will make London Southend Airport commercially a very attractive package.

I would support the high growth scenario as this will be the only way to attract any realistic interest for new airlines to use the airport. The airport is a much underused resource and should be developed along the lines as London City airport. It will have a direct train link to central London with connections to many other destinations.I don't think there should be too much importance given to housing and other issues as this will detract from the main aim of providing an aircraft service for the local population.

Without any hesitation 3 is the only option if Rochford and Southend are to attain the levels of employment desired, and the airport the levels of investment required to secure its future.
Option 3 is the only option which will provide us with the flights to European destinations. Therefore an alternative to travelling to Stansted or other London airports.

Scenario 3. This is the one which must be ¬implemented. Other Scenarios would be ineffective and in the end a waste of time and effort. These are acknowledging environmental concerns which are genuinely believed in but although I enjoy the countryside and the local area as it is - which is why I moved to Rayleigh; I must accept the needs of the twenty first century and of generations to come. The high growth option offers the most likely chance for sustained growth of the airport wih less dependency on the maintenance & engineering activities.

My support is for proposal 2(b).
I was present at the meeting, some years ago, when approval was given for the improvements to the airport. It appeared very satisfactory then (improved communications; job creation in building, developments and maintenance; reduction in CO2 through the rail terminal; etc.)and appears vital if Southend and Rochford are to benefit. My support is for proposal 2(b).

My preferred scenario would be 1 or 2(a).This would allow the airport to remain and develop at a rate that still allow life to bearable under the flight path.This would allow the important repair and maintnnace side to continue developing as well.

Scenario 3 is the only scenario to consider a runway extension. This small extension would enable affordable services for local people to go on their holidays and bring people into Southend to allow them to enjoy our seafront and all of the other attractions in the area. In addition the opportunity to grasp the employment potential of the airport and its environs should not be missed.

I am writing in response to the JAAP Issues and Options report currently under consultation and would comment in answer to a number of the questions as follows:
Q4.2 How can the airport best be developed to drive and support the local economy
The airport can and should be allowed to develop to offer affordable scheduled services to allow both local residents to use it to go on their holidays and to draw tourists into Southend to allow them to enjoy the facilities we have and will increasingly be getting as we develop the area in the future. In addition, we feel a fully functional regional airport will in itself attract business to the area which will, in turn add to the regeneration of Southend.
Q4.10 What do you consider to be the transport priorities for the JAAP
The airport area must be effectively integrated into the public transport network to reduce reliance of car use. In addition to support both the airport and the broader success of Southend, roads into the Borough must continue to be significantly improved if the regeneration of the area is to succeed.

Let the airport get back to where it used to be, offering a meaningful range of flights to the local population, to places they want to go to. Technology has moved on greatly since the original heyday of the airport, aircraft are much quieter and more fuel efficient than in the 1960's and 1970's, and will continue to develop in this way. This option is supported by Government policy to make the most use of existing runways, and also Thames Gateway and EEDA policies.

In this time of economic uncertainty I feel that taxpayers/private funds should be invested in the local community and not just quick profit making schemes that have no accountability for social responsibility and harmony for the long term. The airline industry is in decline and facing rising costs. More people will now be taking their holidays in the UK due to having less disposable cash available.

The wastewater infrastructure impact of the preferred solution should be ideally tested through the undertaking of a Water Cycle Study, which would provide a strategy for timely provision of the necessary infrastructure improvements.
Anglian Water is supportive of the Water Cycle Strategy approach and would welcome a joint study for the Southend and Rochford administrative areas.

Sport England makes no comment on which scenario is preferred. However, it is noted that scenario 3 (high growth) would involve the Aviation Way Employment Area expanding onto the current site of Westcliff Rugby Club's and Kent Elms Tennis Club's facilities. If this scenario was selected, Sport England would be a statutory consultee on any future planning application involving development on this site. It is noted from figure 5.4 that the rugby club would be relocated on agricultural land (site 4ii(b)) to the north of the airport although there is no further detail provided about this in the document. From Sport England's perspective it would be essential that Westcliff Rugby Club and Kent Elms Tennis Club and any other sports facilities affected are satisfactorily relocated within the JAAP. In principle, no objection is made to the relocation site although to meet Sport England's playing fields policy and Government policy guidance in PPG17, replacement sports facility provision would need to be at least equivalent (to the facilities that they would replace) in quantitative and qualitative terms and the replacement facilities would need to be operational before any development commences on the existing site to ensure continuity of facility provision for the clubs. If scenario 3 is selected, this should be made clear in the JAAP.

Thank you for consulting Sport England on the above document. Sport England is the Government agency responsible for delivering the Government's sporting objectives. Maximising the investment into sport and recreation through the land use planning system is one of our national and regional priorities. You will also be aware that Sport England is a statutory consultee on planning applications affecting playing fields.
In response to this consultation, I would like to respond to the following questions in the document:
Q4.12: Do you agree with the proposed areas for change?
Area 4ii (d) - Agricultural land to the north of Aviation Way Business Park
In the description of this area on page 48 of the consultation document, this area is described as consisting primarily of agricultural land. However, a substantial part of this area (site 4ii (d)) is Westcliff Rugby Club's and Kent Elms Tennis Club's facilities. As this area is proposed in scenario 3 for development, for transparency it is essential that it is made clear in all future JAAP documents all of the land uses that will be affected in this area. Sport England would object to the inclusion of site 4ii (d) as an area for accommodating an extension to the employment area unless all of the sports facilities affected were satisfactorily relocated in a suitable location.
Area 4(v) - Agricultural/amenity land to the south of the airport boundary
It is noted that this area accommodates a cricket pitch. Sport England would have no objection to potential environmental enhancements to this area if cricket pitch provision was maintained or improved.
Area 4(xi) - Land south west of Nestuda Way
It is noted that this area contains football pitches. While the football pitches within this area are not currently proposed for change, Sport England would object if as a result of the consultation, the football pitches were identified for development unless satisfactory relocation proposals were included as part of the JAAP.
