Hockley is a small community, which does not need a large supermarket drawing more cars into the centre. The centre would become the supermarket, which would presumably have its own chemist, fruit and vegetables being self sufficient. What sort of retail units would be left to bargain for. And More Houses! Our schools and doctors surgeries cannot cope with any more.
