The East of England plan makes an assmption that additional housing IS required,is viable and that supporting infrastructure can be provided. Hence, the figure (4600) is arbitrary and therefore cannot be considered as an objective. I am against building in Hockley, it will enhance is desirability as a place od choice to live, as it already is.
