With regard to the to "issue" of poor range of retail , Hockley is comparitively small place and is unlikely to become a major shopping centre. However I believe most people appreciate the range of shops in walking distance.
"Employment area occupies a lot of land" You have some successful businesses on the Eldon estate employing local people, i think you should think carefully before putting their future at risk. maybe the Eldon estate should be looked at as an asset for Hockley
