The first priority cannot be considered above the third priority as we need the infrastructure in place for transport, schools, doctors and dentists before allowing development, which may not be in the correct place. Additionally due to the low lying nature of the area not enough significance is attached to the need to increase flood protection measures, both from land and sea.
