Whilst I support the principle of this paragraph and amendments, avoiding replacing existing dwellings with anything out of scale, character of locale, and support '..eg the replacement of one 'bungalow on a wide plot of land with a pair of semi-detached houses,..' I don't support consideration 'on a case-by-case basis'. This could be a let out for developers to claim that their proposal has special circumstances, to permit out of scale development impacting their neighbours.
I take this opportunity to point out unacceptable examples locally:- A house was replaced by 11 flats on a small site; a small bungalow was replaced by a 3 storey block of flats close to the main road, well forward of residential locale and immediately opposite a row of bungalows on lower ground whose windows are thus darkened; 2 Victorian houses in gardens were replaced by 40' high x 100' square so-called executive houses, south of 'homogenous' 24-26' high house types, now severely impacted.
It is apparent that these government planning policy documents are never complied with in practice.
