I think that 'reflect' is more appropriate than 'promote' for a new development, which can never 'contribute' to adjacent environment and amenity. At best it can just about fit in with it.
I fear '...without discouraging originality, innovation and initiative.' Could give license to developers to do whatever they want.
So I disagree with the changes.
Whilst I would agree with the new '(ix) Avoiding overlooking, ensuring privacy and promoting visual amenity', so much damage has been done already by developers getting away with not adhering to these principles, I fear it is too late.
