I think that the modelling or comparison of Southend airport to any other should be avoided unless it can be shown that there is an identical surrounding infrastructure eg transport links, adjacent amenities. This seems unlikely to me, so I suggest that the case of Southend airport should be considered entirely on its own merits (albeit good, bad and ugly examples from other airports should be taken into account).
