The policy is far too restrictive, makes change impossible and is contrary to the aims of Central Government policy to maximise the use of land in sustainable locations. The majority of residential areas in the highest tier settlements of Rayleigh, Rochford and Hockley are sustainable locations with good access to services. These are ideal locations for intensfication, subject to the reasonable protection of the amenites of existing occupiers. The blanket protection of these areas, that have no particular arhitectural merit is unjustified and will do nothing to promote inclusive communities containing a mix of house types.
