I believe there are additional criteria that could usefully be included for consideration. In particular,
- ease of access to electricity, gas, water and other services to minimise disruption when these need maintenance;
- vulnerability to flooding or storm damage and countermeasure designed to minimise any risk
Also, although this may be a different policy, plans for undertaking the development should demonstrate how they will minimise disruption to the local community (noise, dirt, traffic, etc) while the building work is being carried out.
