There should be a maximum & mimimum density to ensure that all development meets these standards. Otherwise is will be a conceptual agrument as to what density a particular site can accommodate, and therefore is will be a matter of opinion. If a development then goes to an appeal, the inspector will refer to this document and have nothing to guide him, so again it will be his opiniion.
