The evidence base document does not attempt to detail benefits to residents of the JAAP/surrounding area. Apart from more traffic, noise and pollution it does not detail what the potential benefits could be for Rochford or Southend residents. Part of the remit of planning departments is to ensure that "quality of life" is maintained/enhanced. The report has not detailed this.
