No – achieving current build regulations and energy standards at M4(2), M4(3) and BREEAM Very Good is extremely challenging from a build perspective using current methods common in the UK. Until build technology catches up with the energy efficiency requirements of new build properties, increased efficiency measures will be challenging to achieve.

The design guides/ code should share core principles, but different locations will need to have different codes as different areas will need different guidance due to character assets, heritage, community need, etc, so will impact housing typologies, tenures, landscaping, biodiversity gain, etc.

The settlement of Hullbridge, the rural areas in particular, have an unmet social housing need prescribed by the Rochford District Councillors as 1000 people. Therefore, a preferred site/ option should allow for a high proportion or 100% affordable dwellings to respond to local community needs.

Rochford District Council should also be preparing for the provision of its elderly residents, as the district (like the UK) has an ageing population. Any sites proposing Assisted Living facilities or care homes should take precedent above others.

1 – Meeting future needs by allocating existing and new employment sites for specific employment uses (although this may become difficult under the new use classes).
4 – Meeting future needs by prioritising the delivery of new delivery of new employment space alongside any new strategic housing developments (start-up businesses centres/ co-working spaces or planning for live-work units).

A mixed approach for increasing net biodiversity onsite and offsite is best and most practical. The development proposed at CFS 015 is capable of achieving a 10% biodiversity net gain, so should be considered as a preferred option.
