The Town Council feel this appears muddled. We feel that the paragraph starting " reading conditions will also be attached... should read " Conditions will be attached to planning permissions to encourage the proper management of these important trees and woodlands, where appropriate. Additionally,the completion of a legal agreement will be required to secdure the provision of replacement trees and woodlands of equivalent value and/or area as appropriate, and to ensure the future management of these features.

Where it says "'I' is light Intensity in Candelas." it should say "'I' is light Intensity in Kilocandelas." to be consistent with the table, which says "Source Intensity l (kcd)" This is clearly intended to be source intensity in Kilocandelas and to be entirely pedantic the correct abbreviation is Kcd. Candela is an SI definition of the old term "candle power" and common sense tells us that a maximum source intensity of 10 candle power is not going to be very bright.
The Notes to Table 4: Where it says "'Ev' is Vertical Illuminance in Lux and is measured flat on the glazing at the centre of the window." It should say "'Ev' is horizontal Illuminance in Lux and is measured flat on the glazing at the centre of the window." Presumably, the symbol used in the note and in the table should be Eh and not Ev. Windows are usually mounted vertically and so if you measure the illuminance flat on the glazing at the centre of the window you can only measure horizontal illuminance. Any vertical illuminance will not fall on the window.
