4.2.8 Incorrect information - market licence does not expire in 2010.

4.2.9 Even with the inclusion of the Boots Lagoon, the flower beds and other street furniture leaves too little space for a cohesive market - stalls coudl only be scattered over a large distance. Health and safety issues, parking for trader's vehicles, toilet/washing facilities for traders, storage of stalls, clearing of rubbish etc all present problems for a market away from a permanent site.

Once, market day brought people from outlying areas to Rayleigh but reduced bus services, unreadonable car parking charges and the inevitable traffic queues have changed this. Social and economic changes have resulted in many families having two bread winners - thus weekday, daytime shopping is much reduced. A Saturday market or mid-week evening market may be the only way to save this institution that has served Rayleigh for 800 years.

It's more than about location.

The delays in Rayleigh's traffic system positively discourage people from coming here to shop. Drivers avoid central Rayleigh and changing this is fundamental to improvement for businesses and residents alike.

Parking 2.7.10 mention is made of The Market Place car park, Hockley Road, also being used as a market. Originally this site had permanent wooden stalls built on it. These were replaced by the licensee with portable units so that surfacing of the area could be undertaken and its use as a car park on non market days, introduced.

Mention is also made to the market license expiring in March 2010. This is incorrect.

RDC extended the expiring license in 2003 for 1 year whilst they discussed moving the market to the High Street. Objections from ECC Highways and Police resulted in the market remaining at the Hockley Road site and the license being extended for seven years from 2004.
