Whilst the HA recognise the importance of airport connections, it must be ensured that public transport services are in place to support linked passenger trips to and from the airport . Paragraph 3, page 9 of the SA highlights a concern that 'Although the JAAP IOR proposes the need for a Transport strategy that will encourage a modal shift, the effect on traffic and transport is likely to be very high for public transport to address.' The Transport Strategy will need to demonstrate that public transport improvements proposed are sufficient to accommodate the expected increase in demand as a result of the JAAP development proposals. In addition it must be ensured that all improvements are phased in line with the delivery of new development to ensure that travel demand can be managed in a sustainable manner. The HA request to be consulted throught the development of the Transport Strategy.

2. As you may have noted from our previous correspondence, the HA is an executive agency of the Department for Transport (DfT). We are responsible for operating, maintaining and improving England's strategic road network (SRN, Motorways and Trunk Roads) on behalf of the Secretary of State for Transport. Although there are no trunk roads within the Borough Boundary, the Highways Agency considers that the expansion of London Southend Airport may have an impact on the SRN outside the borough, and in particular the A13 and Junctions 29 and 30 of the M25 motorway.
3. In spatial planning and development control terms, we have a duty to safeguard the operation of the motorway and trunk road network as set out in the DfT circular 02/2007 (Planning and the Strategic Road Network). The circular encourages the HA to work co-operatively with Local Planning Authorities within the framework of the Government's policies for planning, growth areas, regeneration, integrated transport and sustainability. We look to your Council's Local Development Framework (LDF) to promote strategies, policies and land allocations which will support alternatives to the private car.

The HA would encourage a balance of land uses within the JAAP area. It is essential that a sustainable mix of development is established and the need to travel is minimised. This approach is in line with PPG13 and should be demonstrated within the JAAP.

It is noted that passenger trips are expected to rise as a result of the proposals. The 2005 Masterplan states that in the medium to longer term the airport could grow to become similar in terms of passenger and aircraft movements to London and Southampton City airports. Figure 3.3 of the JAAP evidence report for London Southend airport indicates that the floating catchment area of the airport extends to the M25 and beyond. The HA would be conerned if the impact of development proposals created a significant impact to traffic flows on the trunk road network in the area, including the A13 and junction 29 of the M25 motorway. We therefore request that the impact of development proposals on the local and wider road networks, including juntion 29, is quantified and outlined within the JAAP. The outputs of this analysis should then be used to inform the Transport Strategy and then establish measures to manage demand.

Policy LS2 - Development at London Southend Airport

The HA support policy LS2 which states that all new development at London Southend Airport will need to incorporate sustainable transport measures that contribute towards targets for the modal shift of passengers, visitors and staff travelling to the airport. This would help to reduce car dependency in line national policy as set out in PPG13.

Furthermore, the HA is please that the JAAP will require all development within the JAAP area to contribute to the delivery of essential community infrastructure as set out in the Community Infrastructure Levy DPDs prepared by local authorities (Rochford District Council and Southend Borough Council). It is essential that adequate funding streams are identified and secured to support both local and regional transport improvements in the short and long term.

Policy T6 - Green travel plans

It is noted that a Travel Plan (TP) is being prepared for the airport. Policy T6 - Green Travel plans, also specifies that all applications for development within the JAAP must be accompanied by a green travel plan to support sustainable travel and manage travel demand. The HA is supportive of these proposals. Furthermore, developers should be encouraged to adopt an integrated approach, whereby the resources of developments within the JAAP area are pooled and the measures and strategies of individual Travel Plans co-ordinated to provide increased levels of benefits to residents and employees of the JAAP area. This could be achieved through the provision of an Area Wide Travel Plan emcompassing all development within the JAAP area. The adoption of a co-ordinated approach between the larger JAAP proposed developments of Saxon Way Business Park, Aviation Way Industrial estate and the airport itself is considered to be particularly important.

The HA is supportive of plans to develop an Airport Surface Access Strategy (ASAS) for London Southend Airport. The HA will expect the ASAS to include challenging quantifiable travel demand targets. It is recommended that JAAP area developers, as well as local and regional transport operators are included within the Airport Transport forum.

The HA notes that a sustainability appraisal has been undertaken to assess the impact of the proposals. The sustainability of the JAAP has been evaluated against three growth scenarios; high, medium and low. The HA would be concerned about the potential impacts to the trunk road network if high growth proposals were pursued. The SA states that considerable improvements to the highway network would be required to accommodate an expected increase in travel demand associated with a high growth scenario. Although the HA acknowledge the local issues of congestion and accessibility within the vicinity of the airport the HA is concerned that the proposed link road between the A127 and the airport could potentially generate a substantial increase in the number of car trips on M25, specifically junction 29. It is recommended that this is considered as part of the Transport Strategy development.

The HA is supportive of proposals for a new train station at the airport. These proposals satisfy the objectives set out by Government, to facilitate public transport links to airports. The HA is also supportive of proposals to integrate SERT routes within the new development and would also encourage the boroughs to pursue opportunities to increase travel by coach.

Although the JAAP states that an increase in freight movements as a result of the airport expansion is unlikely, it is possible that development of an aviation cluster will draw additioinal HGV traffic into the boroughs which could in turn create an impact on the trunk road network. Paragraph 2, page 10 of the sustainability appraisal states that '...if the JAAP area allows space for freight storage and related activities there will be an inflow of HGVs implying increased traffic and noise...The effect on transport , air and noise quality is assessed to be significantly negative.' The HA would therefore request to be informed of any future proposals that would result in a substantial increase in HGV movements from the JAAP site.
