2.9 SUMMARY OF ISSUES

The real needs of a rural community can be met in Hockley. The village as it is known has the basis of a thrifing community if only a few much sought after changes could be made fairly quickly. As a rural community, transport will always have to lean to the car. Better provision for carparking, inviting people into the village by adding facilities would make it come alive. Enlarging the shopping potential will only bring 'Town centre' status which in this case is not a requirement.We can't hope to compete with outer town shopping centers.

2.8 PUBLIC TRANSPORT

As we are mainly a rural community and thus transport is a problem.Unlike urban communities we are reliant on cars,so the need to accomodate them is paramount in any reorganisation. The need to service as an alternative the aging population within the area must be included. Building of housing without near by access to public transport is not an option, integration is the key and this has not been thought through. Rural services have to be subsidised otherwise communities reliant on such services will suffer in the long term.

2.6 STREET NETWORK/MANAGEMENT

In trying to change Hockley from a village to a town there would be need to enlarge the road capacity around the centre shopping area, this will envolve more parking in some form and as most of the areas designated for potential development are at this time privately owned the possibility just of costs for any carpark make it every slim in taking place. If the village status is to continue more attactive facilities such as free parking and easy road access will have to be made. On street parking is probably one of the only ways out.

2.5 FORM AND STRUCTURE

The need to extend the shopping /residential into Eldon Way Industrial estate will bring overloading to the road infrastructure. To have a new 'Town Centre' will bring a possibility of a dead end avenue of shops similar to new town areas such as Pitsea. There is a real need to encourage landlords to redevelope existing shop sites in such a fashion as to attract shops and thus new customers. Problem has been lack of planning forthought over many years. We are and will always be a convience shopping area not a town we are just not big enough in space.
