Preserving existing public open spaces, and other green spaces, is essential in retaining the character of local areas.
Rayleigh Town Council is seeking to identify land in the town for the possible provision of an additional acquirement site. There may be scope for working with a developer to achieve this aim.
There is very little play space provision in south west Rayleigh at present. Even though the proposed location of new housing development is not ideal for providing a play area in a central location in this part of Rayleigh, which could be easily accessed by residents of existing dwellings as well as the proposed new development, any play space provisions would be nonetheless be of value.
There is scope to link new public open space provision in west Rayleigh/Rawreth with existing public open space, to create a career, more value amenity.

T2 Public Transport - Preferred Option

The wording of this section and policy seems rather weak, as if the planning authorities has accepted defeat before it has even started!
A more positive approach to public transport provision should be taken. More emphasis should be placed on developers being required to ensure enhanced provisions of public transport to serve new estates.
The current wording is a real weakness in the core strategy Document. This is a community area. Very large numbers of people use the trains everyday, many parking their cars at the rail stations. A fast, reliable mini-bus service to and from new estates during rush hour periods would probably do more than anything else prevent excessive extra congestion on the roads. The Document says nothing at all about improving train services or enhancing stations.

One way of ensuring higher environmental standards in new build is to ensure that any new public building (eg primary school, health centre) attains the highest possible standards - higher than ordinarily required - so that it acts as a beacon of excellence to encourage best practice in private developments.

It is to be hoped that new primary schools built to serve proposed residential development will be attractive buildings in their own right. In this way, they may encourage higher standards of design in the new housing. A bold, iconic school building of outstanding attractiveness can give a real sense of place to a neighbourhood. With a new housing estate, it is easy for a sense of community to be absent.

The need for a flexible school design should not mean that it will be a kind of modular, bolt-on monstrosity devoid of character or style. Essex County Council has produced some lovely schools (eg the one in Grove Road), so every effort should be made to encourage imaginative design for the proposed schools.

Could anything be done to improve the external appearance of the Rayleigh Leisure Centre? It is hideous - a real blot on the landscape. From a distance it looks like an ugly industrial warehouse building.

It is to be hoped that if Rochford District Council is responsible for other public buildings in future, it will try to make them look attractive. One of the best ways a local planning authority can persuade developers to aim for excellence in design is by leading by example with public buildings.
