Q4.9 What do you see as the greatest potential impact of development in the JAAP and how can this be mitigated?

The greatest potential impact of the development of the JAAP is likely to be the increase in traffic generation in the wider area.This will be due to increases in leisure users spread throughout the day, but more significantly will be the growth in traffic flows generated by increased numbers of employees working at the airport and the expanded business park and travelling at peak times.Mitigation would be a strategic review of the highway infrastructure in South East Essex that results in significant physical improvements.

A major transport priority should be a strategic review of the highway infrastructure in South East Essex. There are already significant over capacity issues relating to the A13/A127 as well as many of the A127 junctions within Southend's boundary.The future expansion of the airport/ business park will add further stress on this infrastructure.Increased traffic pressure at the planned developmentS at Fossetts Farm will also need detailed assessment and consideration. Investment in all alternative methods of transport,ie rail,SERT,bus,cycling and walking,will also be important as well as consideration of possible park and ride facilities on the A127 between Southend and Rayleigh.

Agree with the proposed areas of change as set out.Furthermore, the important site [outside of the JAAP] adjacent to Warners Bridge, that had previously been considered for a Waste Transfer Station should not drift back to an easy allocation for residential without exploring other higher profile development options. The site maybe significant in respect of any resultant highway strategy.

Q5.1 Which is your preferred Scenario for the future of the Southend Airport area?

Scenario 3 'high growth' is the preferred option for the future prosperity of South East Essex and has less risk for potential investors than scenario 2[b].It will contribute significantly to the new jobs target set by the Government for Southend and Rochford and provide many high value jobs in aviation engineering.Furthermore, our research suggests that modern planes that are now designed to be more fuel efficient and make less noise actually need longer runways to operate than the current generation of planes that are noisier and less fuel efficient.This could mean that scenario 2[b] is actually noisier than scenario 3.
