Option 3.
The only option to include a Runway Extension which enables the Airport to declare the appropriate distances on BOTH runway headings. This would enable the latest generation of medium sized aircraft to use the Airport, these aircraft have been designed to be much quieter and more effecient.
In my opinion, option 3 with runway extension is the only option that will deliver the number of new jobs required within the timeframe and most importantly the destinations people want to see offered from their local Airport again.
