Q4.9 What do you see as the greatest potential impact of development in the JAAP and how can this be mitigated?
Representation ID: 955
Received: 30/06/2008
Respondent: Arriva Southern Counties
Extension of the runway across Eastwoodbury Lane would make the operation of Arriva's service 9 bus route impossible in its current form. This service links the airport with Rayleigh town centre and station on a direct route. It also provides the bus service in Manners Way which would be lost.
The initial effect of the extension would be to reduce the bus service at the airport from 11 buses an hour to 6.

Q4.10 What do you consider to be the transport priorities for the JAAP?
Representation ID: 956

Respondent: Arriva Southern Counties
It is important that either there is an 'on-site' station or there is a bus link between the nearest appropriate station and the airport to meet all trains. Bus services should be able to easily access the airport and if en route the diversion to serve the airport should be kept to a minimum so as not to disenfranchise users of the service who have no interest in going to the airport.
For those travelling by car the road system will need to be upgraded to cope and not to have adverse impacts on bus services.

2.4 Transport & Accessibility
Representation ID: 1311

Surprise at the description of current bus services.
Concern at the possible loss of the link via Eastwoodbury Lane.
We are surprised that the bus services to the Airport are seen as poor. For the current employment market, two frequent bus services run close to the airport, routes 7/8 every 10 minutes and route 9 which was increased last month to every 12 minutes. We are sure that if the airport expands, these routes can be rerouted to enter the airport grounds.
Access to the section of Eastwoodbury Lane at the end of the runway is vital to ensure that the housing south of the airport boundary can continue to be served by buses. If this link is closed, any alternative route which does not allow access to Eastwoodbury Lane would cut off these residents from local bus services.

Q3.1 Do you agree with the overall Vision for the JAAP?
Representation ID: 1313

We support the overall vision for the JAAP. If airport growth can be achieved, this would enable sustainable business opportunities to underpin the surrounding land assigned for business use and increase local employment opportunities.

Q4.10 What do you consider to be the transport priorities for the JAAP?

Respondent: Arriva Southern Counties
If solid growth can be achieved at the airport and surrounding business areas, the main local public transport need will be for employee travel.
Current services give good links to Rochford, Southend and Shoebury but growth in the potential bus market will allow these services to be improved.

Q4.11 How can a shift from car use to other modes of transport be achieved?
Representation ID: 1319
Received: 22/07/2008
Respondent: Arriva Southern Counties
Arriva would be keen to work with both local authorities to develop higher quality services to serve new developments at the airport.
Good design of passenger terminal facilities and access roads for buses will be essential to ensure that such quality standards can be achieved.
All parties would need to work together to ensure that marketing and service information is clear, concise and easily available.

Q5.1 Which is your preferred Scenario for the future of the Southend Airport area?
Representation ID: 1321

Respondent: Arriva Southern Counties
We would support the high growth option if the required support from airlines can be realised. This option would attract significant employment opportunities in a concentrated enough cluster to allow a sustainable increase in good quality public transport services.
Our main concern would be access for buses to the Eastwoodbury Lane residents south of the airport.
