The modes other than the car must be more attractive options than the car. This will mean quality provision for walkers, cyclists and public transport users, keeping car parking to a minimum and restraining car traffic with fiscal and other measures. In addition a major marketing campaign is needed to raise awareness of non-car alternatives.
