Contrary to paragraph 1.10, rail public transport is not poor and serves the London market well. The Greater Anglia Route Utilisation Strategy shows the route performing well with spare capacity, and therefore is a good basis for the service from a new Airport station. The RUS also indicates that the lack of car parking capacity at Rochford Station suppresses demand. The description of the Airport in paragraph 1.11 is reasonable but should also note that expansion is featured in the 2003 Aviation White Paper. The LDF should see continuity from national, through regional, to local policies.

Paragraph 2.27 says that travel times to and from the Airport are increasing although there no evidence for this is presented. The Airport will become an increasingly attractive arrival and departure Gateway for many types of flights, not just low cost passenger.

This should be noted as being joint with Southend-on-Sea Borough Council. Paragraph 3.10 says that the Core Strategy should concentrate on areas where there is a need to reflect national guidance on a particular local characteristic. This is particularly the case for the Airport, where national policy needs to be directly related to a local policy.

4.1 Introduction

There should be a policy area to cover the Airport which notes the Joint Area Action Plan and its objectives of accommodating an increase in jobs, support for the growth of the Airport, achieving Airport and surface access infrastructure improvements and to achieve environmental enhancements
While not seeking duplication, there should be an area of policy for the Airport, which refers to the Joint Area Action Plan. The Council has agreed to the JAAP and it is therefore logical that its parameters and objectives are included in the Core Strategy so that the more specific policies can be contained in the JAAP as a separate Local Development Document. These parameters and objectives are:
• To accommodate the increase in jobs
• To support the Airport's role in seeking to accommodate further passenger growth as set out in the Airports White Paper.
• To achieve infrastructure changes to improve airport safety and performance and to achieve better multi-modal surface transport access.
• To achieve environmental enhancement and related measures, including adjustments to the Green Belt boundary to make it more logical and defendable.

This is currently the only section with a preferred option noting the Joint Area Action Plan for the area west of Rochford. While it is adequate for the employment issue, it is clearly not sufficient to cover all of the issues related to the Airport.
