Representation Summary:

I object to proposed deletion of the second paragraph that requires submission of detailed lighting strategy for outline proposals and detailed scheme for Reserved matters as appropriate. I also object to deletion of '..demonstrate they will not have adverse impact in terms of light pollution' in third paragraph.

Proposed modifications '...designed..to minimise the impact of light pollution..' and '..through avoiding unnecessary light spillage and trespass.' are unacceptable. They water down protection from light pollution to neighbours and let developers get away with it. ALL light pollution, spillage, trespass is unacceptable, not to be minimised and always unnecessary. Incidentally, under 'sports...recreational..development', proposal for floodlighting to have 'curfew time of no later than 10pm' must apply to residential lighting also, unless latter can be designed to provide eg ground level light for eg access, preventing any light spillage to neighbouring bedrooms, at night. One can tolerate light trespass during the evening hours - that may be difficult to avoid entirely, but not all night.
