We support this policy, but would like to see the addition of a commitment to maintain the Public Footpath network within the JAAP area, notably Footpath 36 which goes through the airport. We would also like to see a commitment to very low speed limits within the business parks and an outline of how safe cycle routes to and from the area will be provided.

Due to high cyclist casualty rates in Southend, all routes should be segregated and independent of road network. Cycle routes should be given priority over roads at key intersections/Danger spots. At the moment, cycle routes are fragmented, not well integrated and involve much waiting in order to cross roads. In short, they always play second fiddle to requirements of the car, which is a dis-incentive for people to cycle because of perceived danger and difficulites in crossing roads.

Although each segment of the Action plan has concideration for provision of walking and cycling routes, there does not seem to be an overall strategy for the Improvement of existing rights of way by creating links and potentially upgrading existing routes for higher rights such as equestrian. The Essex LAF can provide strategic advice on these matters as it has a statutory duty to provide advice to authorities. The Forum can be contacted via the secretariat: [secretary@essexlaf.org.uk]

Cyclists on local roads just add to the congestion and there is no room for expansion of cycle lanes (the B1013 for example doesn't even have a footpath in parts) and the A127 already has to many junctions and traffic lights without accommodating cyclists, which can only mean cross country routes spoiling more green belt before council decide to "upgrade" cycle path to road

Fully in favour of investment in cycle facilities, with the bicycle having priority over the motor vehicle at junctions where cycle paths have to cross junctions.

Respondent: Essex County Council
The County Council has participated in joint discussions with the two authorities of Rochford and Southend-on-Sea at each stage of plan preparation in regard to the highways and transportation aspects of the Plan. As a result, the County Council welcomes the proposed approach to the delivery of infrastructure and transport interventions set out within the Plan. However, there will be a need to continue to clearly understand the phasing of these interventions and how the works will be funded as the proposed development progresses.
