We welcome the introduction of travel plans and attempts to ensure that people travel to work sustainably. However, it must be noted that the suggestions made elsewhere for major road-widening schemes and the possibility of a major new east-west link serve to undermine attempts to reduce traffic.
It will only be when the Councils, business and the public accept the limitations imposed by population and the size and geography of the area that people will commit to reducing the scale of car use and the need to travel sustainably.

It is not clear what is meant by a robust workplace travel plan. At present, there is huge congestion in this area of the town. Hospital parking is inadequate and people park their cars up to a mile away in private streets. The royal bank of Scotland parking is inadequate and people park in Eastwoodbury Lane and Western Approaches, jamming up the roads for local people. What guarantee do we have that parking for the new estate that is planned will have adequate parking? How will people be encouraged to share cars, exactly?

Some of the information required from prospective applicants/interested parties could have the effect of putting them off and could turn out to be counterproductive. They may choose to invest elsewhere. This is another good example as to why the choice of answer should not be as restrictive as Support or Object. Seems like too much red tape.

Respondent: Essex County Council
The County Council has participated in joint discussions with the two authorities of Rochford and Southend-on-Sea at each stage of plan preparation in regard to the highways and transportation aspects of the Plan. As a result, the County Council welcomes the proposed approach to the delivery of infrastructure and transport interventions set out within the Plan. However, there will be a need to continue to clearly understand the phasing of these interventions and how the works will be funded as the proposed development progresses.
Please find attached a representation form and representations submitted on behalf of Essex County Council to the Draft Submission Document for the Southend Airport and Environs Joint Area Action plan, February 2013.
