Representation Summary:

Firstly, most types of flight are said to be restricted to the operating times of 06.00 to 23.00.
However, the policy then goes on to say that up to 90 landings a month may take place between 23.00 and 23.30. This is not only inconsistent, but alarming. That is approximately three flights after 23.00 which any reasonable analysis would determine to be night time and, therefore, disturbing to sleep.

Then, although the JAAP requires an annual report on compliance with the noise policy, it imposes no penalty on the airport operator or airline operators for any failure.

Page 36 should be enhanced to show what steps the two councils will take to ensure that the thousands of householders who are entitled to compensation under the 1973 Land act are informed of their rights and what steps the two councils will take to help residents to make claims.

In view of the appalling policy failure, that expansion at Southend airport represents, the two councils must be required to accept responsibility for the serious financial harm they have inflicted upon the community and demonstrate what it will do to help people to secure compensation for loss of value of property.

The noise issue cannot be resolved if you are flying these types of aircraft in

Full text:

If you are on the flight path the aircraft are loud, now the runway has been extended and larger planes are landing, they are not quiet, they are arriving and departing over a very populated and residental area, when a plane takes off, my blinds vibrate in my kitchen, look at the location of my house which is Brendon Way Westcliff and tell me how this is happening?
Also when the planes land on 06 i believe the runway is, the noise when the pilots puts the reverse thrustors on i thinks thats what they are called is really lound especially at 2200 hrs

Complaint

Full text:

I am angry that a company is able to go about it's Business in a way that interferes with my sleep. I am constantly being woken in the mornings when the flights start. If I were to make this amount of noise at this early time in the mornings going about my business of landscaping I would expect many angry neighbours of the property I was working on complaining to me in, I would imagine a quite robust way. This is totally unacceptable behavior from a company disturbing my sleep in the pursuit of profit. It would be wrong for me to do it so it is wrong for the airport to do it too. I understand there is a law that covers noise from 11pm until 7am that does not appear to be followed in the case of the airport.

The noise from the airport at its current usage is already unacceptable to residents. It is having a detrimental affect on our quality of life and as a result further development is unacceptable. Southed airport is so close to a dense urban area, much of which sits on a hill rising directly on the southwest side. This means the aircraft fly so low over the houses the noise cannot be minimised and as residents we are extremely concerned about our safety.

my family & I suffer from noise pollution from the aircraft which fly over our house & although I expect it measures less than the 63db it is loud enough to disturb our sleep. In the summer especially when we NEED windows open the 6.30 flight to Faro is guaranteed to wake us up. This is not acceptable & an aircraft of this size should not be flying over densely populated areas.

Southend Airport has more housing in its immediate vicinity than any other regional airport in the UK. It is therefore grossly misleading for the JAAP document to suggest that the local councils have done anything to limit or reduce the number of people who suffer from aircraft noise. The councils have failed in their duty of care to the local population by doing everything in their power to increase flights and noise.

I SUPPORT THIS and surely this is a repeat of the first JAAP. I have nothing to add concerning this particular heading. To leave as 'No Comments' gives the impression that the writer could be a 'Don't Know' and has not got a view either way. Those who do not comment must be assumed to be in favour, however, those who object will not interpret it as such. Who the heck compiled this document?

I have no idea at this juncture and without seeking legal advice, what is and isn't unsound with the DPD.

What I do know is I bought this property for my mother several years ago and she moved in expecting it to be the last house she lived in. Please look at where her house is situated. This is an urgent problem and has caused her a serious lack of quality of life, mainly health issues. Even the landing lights are opposite her bedroom window and the noise, air quality, safety and dilapidation of the property due to cracks in the structure because of being located directly under the flight path, due to wake and turbulence and vortex damage.

I am devastated at witnessing her failing health which has been attributed to living directly under the flight path and being a victim to all the factors mentioned above.

We suffer daily from aircraft noise and pollution as we live under the flight path and Rochford and Southend Councils have completely disregarded the concerns and complaints of their residents.

The Quiet Operations Policy is farcical and as far as we are concerned no measures have been implemented to address noise.

The prospect of even more flights will lead to even more misery for the countless numbers of people living under the flight path and our quality of life will be sustantially diminished.

Full text:

We believe it is not legally compliant because of the totally undemocratic way this matter has been consulted by Rochford and Southend Councils. In spite of the Councils' protestations that residents were consulted, at no time was this the case, no meetings were called by the Council only Leigh Town Council and SAEN arranged meetings which resulted in a unanimous vote against airport expansion by those most affected in Leigh.

My wife and I have already made representations on the last JAAP and have never received any notification of the voting on the preferred option. We quote page 32 in the booklet: Expansion is, however, only acceptable if it is undertaken subject to strict environmental controls, which will ensure that the environment of Southend, Rochford and the wider area is not significantly affected. Page 33 mentions control over night flights. 120 night flights, plus, a month is hardly an acceptable figure. LS2, LS3 and LS7 deals with noise. We can tell you that aircraft noise now does impact on our quality of life - so we are not looking forward to 53,300 aircraft movements per year.
