This section should include a policy on community facility rather than the list proposed in the allocations DPD. It should also include a policy to deter future applications that have not been agreed as part of the overall plan set.

Following comments submitted on the allocations document I believe there are 2 areas that need to be considered under development management policy.
1. There should be a policy for the Council to normally refuse permission where it can be demonstrated that there will be loss of a community facility. This will remove the need to maintain a list of such facilities and place the onus on objectors to demostrate that there will be a genuine loss of facility.
2. There should be a policy for the Council to normally refuse permission for developments larger than say 10 dwellings that are not part of the agreed local plans or agreed Allocations DPD. These plans have been produced to ensure that sufficient land is available to meet expected housing and other needs and any additional development would result in overprovision and undermine the basis of the plans. The Core Strategy includes Policy GB1 which gives general protection of green belt land but a more specific policy would provide greater clarity for both the community and developers about where development will be take place.
