'Reducing the District's carbon emissions.... is an important theme' is a stated objective. How will it be known if this objective has been achieved? If they are not already available baseline measurements need to be made at various locations throughout the District (including near the airport), and repeated and reported annually. These measurements should include noise, air quality and carbon emissions. A commitment to the Government's carbon emission targets should be given.

Air Quality - Can the cumulative effects of developments be accounted for so that traffic generated by all developments (small and large) that may pass through a particular junction/street can be mitigated before an AQMA is ever needed?
