'Reducing the District's carbon emissions.... is an important theme' is a stated objective. How will it be known if this objective has been achieved? If they are not already available baseline measurements need to be made at various locations throughout the District (including near the airport), and repeated and reported annually. These measurements should include noise, air quality and carbon emissions. A commitment to the Government's carbon emission targets should be given.
