Southend is an area which is already heavily built up. Where do the emergency landings take place? The air and noise pollution will be a total nightmare for existing residents. Where will all the traffic go? In 1966 the government refused the proposed expansion of runway 15/33 on environmental grounds - surely this argument is even stronger today - we are ALL aware of the environment problems surrounding this!

This concession seems to acknowlege the impact on the surrounding environment - but it will not appease residents across Southend.

If these plans go ahead, we will need a visitor centre to remember what the quality of life in Southend was once like - before it was ruined.

I strongly object to this stealing of green belt land to expand the airport so that it can give even more noise and pollution to the whole area. This new green lung is already green belt and seem to be only redesignated so that can be used to relocate what will be displaced by the proposed expansion, provide access roads to it or reserve access routes for further expansion. Whatever nice words are used it means less green lung, and a lot more planes and vehicles to provide pollution and noise for the whole town.

Why do we need an Environment & Visitor Centre within the Cherry Orchard Jubilee Park? It is an area of natural habitat. This smacks of posturing to increase the acceptability of a devastatingly bad airport project.

Strongly Object on the gorunds of:
(1) Living directly under the flightpath my quality life will be severely impacted
(2) Thought the government / councils were meant to improve the environment and not poison it
(3) Road connections to Southend are already over congested
(4) All promises of increased employment opportunities in other regional airport development have never been met.
(5) The SE already has 4 international airports for passenger travel.
(6) Investing in air travel can only be short term given oil becoming scarce / expensive in the next 10 years.

I strongly object to ALL the proposals for the Airport expansion & redevelopment of the surrounding areas. The infrastructure will NOT support the planned numbers of passengers, and expansion of roads will only add to an already crowded environment. What will Cuckoo Corner and the A127 be like then????
Traffic in this whole area is already at total gridlock, and the airport expansion will certainly make this worse.

The increased noise & environmental pollution will affect thousands of local people.

I don't care how many new jobs they say will be created, they are not needed for this type of BAD PLANNING...

No matter how its presented, there is loss of green belt land, which will get concreted over

St Lawrence Park will be lost and this space was only created (made smaller) by council giving land to RBS.

This land already exists so don't be fooled by fancy planning words

We don't need an airport expansion to open up Cherry Orchard Park to a wider group. It is hidden almost completely from view and many local residents don't know it is there!

I expect many of those who use it at the moment are quite happy about that.

Respondent: C and S Associates

Agent: Firstplan

Representation Summary:

We write on behalf of C and S Associates, owners of land which comprises part of the
Brickworks site, Cherry Orchard Way.

We understand that the rest of the Brickworks site is controlled by Parkers Land who are
represented by J B Planning Associates and we understand that they will make separate
representations on the Joint Area Action Plan. There have been discussions between the
two parties and we are in agreement with their representations.

The Brickworks site falls within the area of the London Southend Airport & Environs Joint
Area Action Plan (JAAP) and has been identified as an 'area of change' (site i) in the draft
document.

The draft document proposals map designates the site for Business Use (area 1A) and
specifically B1 (offices). Draft Policy E3 explains that development in area 1A will be permitted subject to a schedule which sets out that the area should provide 20,000sqm of Use Class B1 floorspace / 1000 jobs and confirms that development will be required to make a contribution towards achieving the new open space to the north and east of the site, to improving walking and cycling provision in the JAAP, and to contribute towards walking and cycling facilities to link the business park with Hall Road and to the Cherry Orchard Jubilee Country Park.

Draft Policy E4 confirms that area 1A is expected to be developed as the first phase of the business park, and includes the removal of the brickwork cottages.

THE BRICKWORKS SITE, CHERRY ORCHARD WAY, ROCHFORD LONDON SOUTHEND AIRPORT & ENVIRONS JOINT AREA ACTION PLAN PREOPTIONS REPRESENTATIONS
ON BEHALF OF C AND S ASSOCIATES

We understand that the rest of the Brickworks site is controlled by Parkers Land who are

Draft Policy E4 confirms that area 1A is expected to be developed as the first phase of the business park, and includes the removal of the brickwork cottages.

Draft Policy E5 sets out that the development of area 1A will include a landmark building and entrance feature to establish the identity of the area and a new junction to provide access to the business park and the initial phase of the new estate road.

C and S Associates support the designation of the site for development. The Brickworks
site is previously developed land and currently lies derelict and detracts from the surrounding landscape. Redevelopment will enhance the area and enable the clean up of the site which is likely to incur significant costs.

The potential significant costs associated with clean up should be taken into account when
considering the appropriateness or otherwise of any planning obligations. This will ensure
that the development is viable.

C and S Associates support changes to the green belt boundary as identified on the
proposals map. The green belt boundary can be amended to enable this beneficial development to take place without compromising any adjoining green belt. The brickworks site can provided with defensible boundaries which will afford future protection of the surrounding green belt and will not threaten the function and purpose of the green belt.

If you require any further information, please do not hesitate to contact me, and should you
wish to discuss any aspect of the relevant issues, we will be pleased to assist.
